Congrats on your blue! I'm going to guess william88 and I hope you include at least a hint of how this was done. (Jello?)

So is the whole contraption on some sort of movable table that is quickly lowered from underneath? The wine glasses seem to be fixed with some sort of adhesive at their bases. It could go down, then a fraction of a second later the picture is snapped - before the liquid splashes down.
