This piece is too blue (and hence too monotonous) for me. Personally (and feel free to disagree) when I have a shot like this that is so close to being two tones already (in this case blues and whites), I like to just go ahead and make it do what it's trying to do using a monochrome or sepia range effect, and then play with the contrast and lighting. I think that just might be the thing to push this one over the top. I offer a 6.

Beautiful colors in the bottom 2/3 of the photo, I might have cropped some of the washed out colors out. But in general a very pleasing shot.
