Poor technicals killed this shot for me... noise/banding, low exposure... It could have been an iteresting scene, but I can't see enough of it to really get interested.

You chose a good subject and did a nice job with the perspective. You lost a lot of detail in the window and the color is quite flat. Next time you might try capturing a subject like this during the day.

seems to be underexposed.. you lost detail. that, or you used digital zoom/crop to come closer and lost detail in the process.
