Blur can enhance a photo if it has a clear function. The foreground blur doesn't seem to have a reason (the blurred girl might be showing movement).

It's sharp but not sharp. A very popular beach but nobody is there. Sunny California but no sunshine (yet). Cool photo! I was at the Museum of Contemporary Art in Chicago yesterday. Most of the stuff I didn't "get". This one speaks to me.
