I see you figured the image needed some help with a bit extra in the title.
The clouds that appear to be crashing over the mountains are spectacular but the foreground appears a bit flat.
I do think your assessment is low.
My guess is 6.12.

5.7 If I peer into this image I can see the beauty, but at first glance it's kind of busy and garbled. The land is extremely flecked, which doesn't allow the eye to come to rest, and the sky is overwhelmed by the clouds. Maybe the black and white treatment doesn't do the scene justice.

Eerie. I once saw something like this while riding northbound on 395 east of the Sierras in May a few years back. The waves never did crash over, but when I turned west the next day, I got to ride in a snow storm. Later, rain never felt so warm.

Perhaps more contrast in the darker parts of the mountains would enhance this image.
