I had not seen this image whilst voting. So this is infact the first time I am seeing this photo. This is out of ordinary in more than one ways. One is being your subject " Fence in Water". Second being artistic in a way out of ordinary. I like your bit of post-processing in this one. The blue adds a lot of artistic value to this.
It is indeed mis-fortunate that despite the artistic value of this photo, this was placed 120 out of 121. This is primarily due to the way normal voters conceive your photos to be different from their tastes.
Overall, I like this photo quite a lot, and maybe if seen during voting, I would have given it a 7.
