No real bokeh in this image... You needed to get some highlights in the out of focus area to get bokeh. But still, a nice serene image.

It took a moment to notice the light trails because my eye was drawn to the intense effect of the street lights. A shorter exposure time might have worked better here?

The motion blur doesn't stand out very well in this picture. That's too bad, because the surroundings would frame the light stripes very well.

Its pretty impossible to tell what the backgroud statues are doing without the details. but if its that not important to you(but since you mentioned and and it explains your title I think it may be) then its great. I personally dont need to know what they are doing. I just like how much the one in the chair stands out from the rest. its very nice.

Wow, I think that you achieved a great end result! I'm really impressed. The only thing I can think to say is that the foreground chair looks like it is floating, and that's kind of distracting. But other than that, I really really like it - it has an interesting feel to it, that really pulls out the details on the front figure.
