nice shot... I think there is a little too much sky, cropping half the sky above the tallest tower to give a more panoramic shot would help and while you have the water line perfectly horizontal (I checked) the tall building on the left unbalances the shot and makes that side appear higher, half a deg counter clockwise would fix that :)
the photo has an overall blue cast to it this may have been intentional but I think playing with the white balance a bit would make this shot pop
this shot has lots of potential ~ 6

I thought about taking a very similar shot... in the Aon building (tall one towards right) see that bock of lights? That's my work - apparently they expect people to work late b/c the lights are still on.

Nice shot but in this challenge, against this level of input, you need an X factor. That could be doing the shot at night or at sunset or sunrise. Also look to a piece of the image you want to highlight and place that on the thirds lines
