First Impressions: Gorgeous....and that's why I gave it a 9 in voting.

Composition: Composition is very strong. And although I like outtake too, I do believe this has the stronger composition, albeit a little more traditional. The lighthouse is well placed, as is the strong build of rock to the right. Furthermore, the composition of the entry allows for the inlet of the water to be nicely captured.
The one minor compositional note is perhaps an ever so slight feel of leaning on the part of the lighthouse itself. This may simply be minor lense distortion. I am not sure.
Subject: An excellent choice of subject.
Technical (Colour, focus, and light): The colors are vibrant and bleak, with a wintry feel. The near IR exposure added an extra flair. The focus is quite sharp with very strong detail and texture. The lighting is excellent. Of note, the left side of the lighthouse might be just a touch over-exposed.
Creativity: Creative application of an uncommon technique on an excellent subject.

Summary: What can I say....I wish it were mine. Actually, if I might, the skies transition? almost feels a bit overdone and slightly unnatural. (Even if it it might be natural.) Other than that, this is a magnificant shot and one you should consider making available as a print.
To improve?: Perhaps a slight softening on the processing of the sky transition. Some minor lense distortion adjustment. And perhaps a little more processing on the light/dark transition of the lighthouse.
Beautiful job...bravo...you have done quite well. It wasn't a ribbon winner but it's a brilliant shot. This was actually one of my personal favorites from this challenge.
