This is not for me at all, sorry. This for me is like a chef thinking it's a great idea to take a French appetizer, a Norwegian main course and an Indian dessert and mix them all in a blender. This is split toning, black and white and over saturating. I would go for one effect at the time. Score 2 from me, since you're on topic

Nice and detailed. Really good job setting the levels so that everything's there. The one minor tweak I might make is to use a little more local contrast on the buildings and brighten them up a bit to make them more the focus of the image.
