Hmm...tough call on this. Arthur's Seat, from my recollection is just outside of Edinburgh so its more rural than urban. (Now if you were take the shot from the walls of Edinburgh Castle that would be different)

That aside, I love the sky and the silhouette you captured here. The clouds take your eye throughout the frame quite nicely. The silhouette leads the eye to the travellers in the corner just quietly but effectively tucked away.
