With the exception of four buildings on the horizon line it's hard to tell this is supposed to be a city picture, looks more like a cool sunrise/sunset colour pic.

good lighting at the top of the photo, but the bottom suffers from shadows cast by the trees and bench. This had the effect of drawing the eye up and away from the main subject.
