First Impression - the most important one:
Ok you already know from my previous comments i don't think this meets the challenge, but I still think it is a lovely shot.

Composition:
The bird is nicely framed here ..

Subject:
did not meet the challenge ..

Technical (Colour and light):
natual works well here. nice and sharp and a good DOF unless you want the window frame to be used in the shot.

To grow its vote?:
Meet the challenge :) ...

Summary:
Go for it .. your portfolio really shows you are doing well ... I like out of the box pics :)

I don't want to sound mean, but this just doesn't cut it to me.

The only link to journalism is the title, and even it isn't very descriptive (what bet, with whom, why are elected officials gambling, etc.)

Without the title, I'd think, "Oh, an out of focus shot of plastic flamingos."

Look at the others you are up against and ask yourself honestly whether this one is up to par as a good shot and as showing any real hint of journalism.
