It's interesting the way the LB made the bicyclist unimportant except as an element in the composition. The significant individual is looking in the window. But rather than window shopping, she looks like she is spying on someone in the store, and reporting to someone else by phone. :)

I don't think she's shopping. My guess is she's a process server and is trying to serve a subpoena to the shop owner who is not answering the door and she is on her cell calling the shop saying "come on, I know you're in there, I can SEE you!" The guy on the bike is an off-duty cop who has nothing to do with anything but he is training for an upcoming bicycle marathon, but stopped for a rest because of chest pains and shortness of breath.

Then again maybe I am reading too much into it.
