I think you need a stronger inclusion of humans to present this image as a Festival. The repetition of the flowers and their patterns are the strong visual elements of this photo.

Interesting... I'd like to know what these are.

Great lighting and abstraction, nice color, great DOF. It would make a great stock photo, which means it lacks the emotional punch I would need for a 9 or 10.
