I have studied your image and have the following to offer:

Composition/perspective - Your choice of location was an interesting one - perhaps you didn't have much choice, no way to know. But this shot has so many elements to it that are pleasing and interesting. Very full without being busy. The scene behind the train I think makes it work well. Placement of the train in the shot works nicely and helps to keep you focused - not much room to stray. I like the balance between the apparent quiet and emptiness in the foreground separated from the busy night scene in the background by the train. Your exposure length not only gives you the effect you were going for, but allows the background to develop a lot of great detail enhanced by the lights. Framing of the train in relation to the surrounding wires and supports is well done.

Color - for a night shot this has a very rich palette of colors that are all pleasing to the eye and work very well together. The sky is such a nice blue without being too dark. The stripes from the train colors add a great touch. The flow from top to bottom - dark sky to the white of the snow is a very nice transition.

Lighting - use of natural/available light in this shot could not be better. Your time of day for this exposure was chosen well. Your length of exposure created really nice effects in the background lights. This demonstrates an excellent command of your surroundings with the camera. Well done!

Challenge requirements - although your transparency is created by exposure, it still works and meets the challenge.

Overall/my opinion - this is an excellent image where all the elements come together very well. My only suggestion would be try cropping so the electrical support column is a bit more off center. Other than that you have an excellent image here that I think viewers just fell short on because of how you created your effect. Very well done!

Beautiful. Simply stunning. Its hard to say what could be done to improve something so pretty I have to actually get nit picky to even find flaw with it. There are two small spots just left of center near the bottom that just look almost like a hot pixel. Both spots easily retouched, and like I said I was gettig nit picky just to find that.

This is a beautiful image right down to the lighting everything was executed well.

The composition of this is good, the size and position of the elements in your shot. I think you could have improved it with a train that was stationery for half the exposure though I guess that was probably not possible at this location.

It's a pretty picture, but I don't think that shutter speed type ghosts are really transparency. Too bad you couldn't have known that the shutter speed challenge was coming, this would be a very strong entry there, but it doesn't meet my definition of this challenge.

Another stunner. I think I like the other one better cause of the larger droplets or maybe a closer macro. Just beautiful though with the fanning of the veins.
