I can't work out what the ghostly image at the top is. Is it intentional? The sign does not look 'clean' enough against the background for me.

You will possiby score poorly on this for several reasons.
Photo is way too dark, very hard to make out what we are looking at. We see the no right turn, but it is very difficult to put it into the context of the street.
The lens flare (or raindrops?) are very distracting
Focus is off on the background, maybe use a tripod?

perhaps if this was taken with a tripod it would have made for a better photo. I'm not fussy on the streaks of lights but I do like the way the sign is lit up. Good luck in this challenge.
