I appreciate the attempt at something abstract, it's really quite a pretty picture. Wish the title gave me a clearer idea what to think of it, and how it's a decision.

I'm sure the lack of focus was a creative choice. As a piece of art, I'm still not sensing a viable image. Photographically the out of focus damages the message, and as a piece of art I don't feel an emotional response. The best I can come up with is that the colors represent your nation, and the out of focus represents your lack of belief in that nation.

I'm not sure if this is a wonderful abstract or just a blurry shot - but I'll give you the benefit of the doubt.

The background is nice and clean, emphasizing the colours in your subject.

I don't feel that the image conveys instantly recognizable decision. So blurry. Very difficult to make out what you mean.

This image with or without the title tells me the story of a blurred image. Perhaps I would think of a flag after awhile, however the support structure would then place the flag at half-mast which seems odd to produce an image from with such an abstract blur. This however is the redeeming quality of the image. The blur and colors come off abstract, not as an unfortunate side-effect of mishandling the camera, so there is an interest factor that comes into play for this viewer. Where the image fails is in its communication of a decision or of decision making (except in the choice to shoot a motion blur to purposely become abstract). Some redeeming quality here, but not enough to push this image into a higher bracket against the 'obvious' decisions. I offer a 4 for abstract interest and the photographer's 'decision'

I can't tell whether your focus is really bad, or if you're trying to make some sort of a statement. If it's the later, that is not clear.
