I like the mood of this picture a great deal. The straggly tree works with the wire fence in front and the whole is well balances, especially in tonal qualities working with the image effectively. Nice work!

I think a polarizer (if you weren't already using one) could have made the clouds pop and give the eerieness of the bare tree a more foreboding quality (from the other side of the fence might have also made the tree a standout!
