I think you need to put some work into composition - this just doesn't work: the near-centred placing of the people, cutting the horizon through them like that, the big shadows in the edges of frame. Couple that with a rather over-exposed image as a whole, and it's bad news: you could bring the levels down in the entire thing, which would bring life to the colours and the sky. But its that compositional thing that lets this idea down for me.

This does meet the challenge and does tell a story, but unfortunately the story takes place too far away to see any of the interesting details.

Nice concept but a lot of little things to fix. In my opinion only, :) you should have chose another angle to shoot this from. The shade from the tree on the right, and the rail on the left distracts you from the focus point (2 women). The brick from the stairs is also distracting.

The shot lacks crispness and sharpness. Perhaps if shot a tad more zoomed in, or made it a vertical shot would work better?

Lots of things to look at here, so I'm not sure exactly what the subject is. The people? Image seems a little out of focus, and could probably use a slight contrast boost.
