This is a good shot, one of the better ones I've seen so far. Good use of B&W, though sometimes I think these old buildings can have wonderful colour too. Nice angle as well.

Don't like the sky though, it's ended up looking quite dark and threatening, which is in contrast to the brightly lit building with shadows. I think whatever colour filter you have used has been the cause of that.

This shows a very good study of texture. I like the way the lights and the fence disappear off into the center, and end at the lighthouse.

At 92k file size, you may have sacrificed a little bit of clarity due to compression. There's a lot of fine detail in this scene that will not compress well. I don't see any obvious artifact, though. Always adjust you image compression to get it as close as possible to the challenge limit.

In the summer I bet this place is really pretty. The ligth poles create a sense of unity because they are all the same and probably the same distance away. They act as one because the turn on together and go off at the same time.
