I like the foreground but your processing of the sky seems "dirty". You were obviously trying to convey the feel of the sunset, but the minimal contrast between clouds and sky bothers me. I like the composition, though!

Dang. I forgot to leave one of my comments about excessive JPEG compression. I can correct that oversight now, however. (You don't get off that easy!) There are a ton of compression artifacts visible on and around the edges of the building. Your tiny file size of 37K reflect gobs of compression being used. When you save, always adjust JPEG compression so that your file size is as large as possible, but within the challenge limit. (200k for this one)

Added: It figures that the one time I overlook excessive compression, everybody else noticed it and commented on it!

Sadly I think something has happened in your size conversion, its pixelated badly - otherwise it would have been a beautiful shot with lovely tones
