Yes. I noticed that. Your original was sharp as a tack! Maybe post up in the forums about your work flow and get some feedback from others for your particular software and resizing methods? ... thanks for responding to the comment, appreciate it.

It is a little hard to tell but I think the focus point is on the buildings behind the lady (as the roof tiles look sharp). Couple that with an aperture of f5.6 and your subject and all the foreground elements would be out of focus. f16 or f22 would have helped keep the whole scene sharp - bumping your iso to keep a shutter speed assuming you were handholding.
