Composition: Unfortunately you didn't left any photo details, so I can only guess what you wanted to show...
At first I thought the stems are a nice thing because they make the photo look as if you shot a very rare species from a hideout ;-) But then again there aren't enough stems for that. The way it's now they're distracting.
Is this the original cropping? If not I would have tried to leave more space to the right to make the dog run "into" the frame. I think this would look much more dynamic than the centered (a little right) position.

Lighting/Colours: Th photo lacks contrast. A darker background would have emphasised the white skin much better. I like the red collar. It's a nice colour spot.

Focus: The dog is a bit blurry and could be more in focus. But a little bit motion blur or a panning effect would be better though ;-)

Art: The photo is not very interesting (at least to me). It also conveys motion not very good because the fast shutter froze the movement of the dog. Both things together proably made the low score.
