She could have taken this at 1/8th of a second or even at 2 minutes. It's the flash that freezes the movement, not the shutter's speed.

Great capture Judi. Glad it did well, all you anti popping balloons people could shut up now. :) 15 of those voted this below 5. Those are people who just don't like ANY water shot no matter how well it's done. That's what I consider a troll.
