This may be better if the camera angle was more straight on to the subject
maybe standing in the road was not an option. Coming at the subject from the other side fo the road may have made a better composition. Lighting is very hot the current angle. The depth of field is just not here. Focus seems to be on the dashed lines on the top of the photo. To much fore ground and to little subject.

Nice. The rainbow adds a really nice element.. I think it would have been even better had you darkened the foreground slightly and increased the saturation and "presence" of the rainbow.
