Composition, framing and the idea is OK.

Your attempt to use blur to simulate a fantasy world will not work well for most reviewers and this image will score poorly. It might have worked better if you could have taken your picture with a longer exposure time on a tripod to have most everything but the natural movement of the people and trees be sharp and clear. Your idea just did not work. Sorry.

I'm guessing that you did the blurriness of the photo to try to fit it into the challenge of being another world. However, it just doesn't work. I'm betting that this photo with the family strolling down the road, if it was to the left just a little, and in focus would be really good for the leading lines theme. Sorry.

To get the impressionist effect, instead of camera shake, you can also try defocusing the lens with a large aperture setting (If your equipment allows manual focusing, that is). This technique, in my opinion, produces a much more effective "impression", although it takes a bit of practice, since if you don't defocus enough, it's just a blurry picture, and if you defocus too much, there's no impression left. Additionally, overcast weather is usually better for woodland pictures. On sunny days like this -particularly when the sun is high up in the sky-, the contrast range becomes quite difficult, if not downright impossible, to cope with. Shooting into the sun very early in the morning is another technique for producing dream-like woodland images.

i like the concept - but the filter may be a little too much .. it's kinda hard on my eyes to look at and enjoy ... but that's just my opinion

This is a bit TOO much out of focus to be "dreamy" to me. It's hard to look at, and hurts the eyes.
