The arches forming your background are wonderful, and I can't help thinking that this image would have been better if they had been your subject. The statue really doesn't seem to add anything.

I like the waay the water catches the light and makes you backlighting a subject not just lighting. I like how the composition balances the figure in the foreground and the figure behind the water. Wish her feet weren't cropped, and his head (?). The building in the background is a bit distracting. Wish there were more details in the foreground figure, she is also a bit out of focus.

I cannot tell if this was blurred on purpose, I think you were going for motion. At any rate, I think the way it was excecuted takes away from the pic. Maybe a multiple exposure would work better.
