The glimpse of the trees just above the shoreline add to the feeling of the power of the wind here. By the way, this looks great in black and white as well.

First thought that comes to mind is power. You've done a nice job of exposing on this as the foreground rocks show nice detail and the whites are in control (maybe a tad shy of true white). A minor boost in contrast might help this shot a little, but it could be this cruddy work monitor. :D A little tweak in levels or histogram adjustment to bring the whites up a bit is a consideration. Anyway, nice photo overall. Good luck in the challenge.

IMO, The whites in the clouds look pixelated to me, Maybe your color balance was off or you or oversharpened? Good concept.
