I don't get the title, but it's a nice idea. Your execution lacks due to the crookedness of the image and poor framing. The colors are rich though. I think you would've been better off with a tighter crop of the paper shredding.

I guess its static electricity. Interesting picture despite poor lighting, however it doesn't immediately give me a feeling of stopped motion as many others do.
