On the HSV Colour Wheel, the complement of blue is yellow; that is, a colour corresponding to an equal mixture of red and green light. On a colour wheel based on traditional colour theory (RYB), the complementary colour to blue is considered to be orange (based on the Munsell colour wheel).

So, I guess it depends which color wheel you're looking at.

What a beautiful little girl. I really like the natural expression on her face.

Compositionally, I like that her face and the drawing somewhat balance each other without one overpowering the other. It might be a bit stronger if her body and the drawing formed more of an angle in the frame rather than a straight-ish line, but it still seems very well balanced. The crop feels a touch tight to me. Maybe if just a touch was shaved off of the top, or if there were more space on the left it would open things up a bit.

Technically, it is well focused and well-exposed. The critical details are visible without blowing anything or losing details anywhere. It feels a touch flat to me, but that may be from the dominance of the pavement she is on. Maybe a touch more contrast or shadows/highlights could help alleviate the flatness.

Overall, a good shot that meets the challenge in a relaxing, pleasant way.
