A little grainy, but very nice composition. The clouds look more grumbling and angry then silent, but I like that the city is too far away to hear... The color tones are nice, not loud! :)

I can hear the traffic behind you... or can I ? The bay looks calm so not too much wind noise & there is a peaceful calm about the picture. It's nearly monochromatic with 'Natures Black & White filter. (well bluish). I love that bay and the city by it... I think I can actually hear Otis Redding singing in the distance .... and that's good!

The clouds are well expressed but the cityscape and the mountains are not as atractiv. Have you tried to convert it to B&W? Think warmer whitebalance and maybe longer exposure would have made a better image.
