Nope, didn't have this down as the Flatiron building just from the shadow and 22 storey clue (sorry). Now, if you had titled it '285-foot tall steel-framed landmarked building located at 175 Fifth Avenue in the borough of Manhattan, New York City' I'd not have been any the wiser either until I'd consulted Mr Google.

The phallic passerby is just as confusing until I flip the image verticaly, then it all makes sense.
