I think I get the dark symbolism here, and it's powerful. The image is powerful even stripped of symbolism. The looming monolith of a building is strongly set off by the inky sky. The verticals and less prominent horizontals make a pattern of faceless bureaucracy backing the flailing flags and reflecting a harsh sun. Fine use of the square format, and fine composition.
