I am not sure , there seems to me signs of over burning during post processing.
The other thing is that the overall shot does not excite into giving a higher score , not that this is a bad shot at all. 6

I think a steeper angle showing more of the stream in the foreground and moving the bridge (the focal point of the picture) into the top third of the frame would lead the eye more into the picture.
