Composition: the composition works for me on a color level - I love the color of the sky, how it's the same as the bars on the fence and then the blues of the water. However, I have not found a successful subject in the photo - I don't know if it's the lake itself or the boat or the trees. Perhaps getting closer to the sailboat and taking the same view again would be more successful.
Background: great sense of perspective and nice sky.
Camera Work: (Focus/DOF/Exposure) - the focus is just slightly off or maybe it's a sharpening issue. Only the posts in the foreground seem sharp.
Post Processing: The exposure on the cement is a little hot, but I don't mind it. The colors are super-saturated, but I don't mind that either. I'd hate for you to lose the trio of blues.
The Challenge: It fits the challenge well.
My Opinion: It gives a great sense of space and shows a wonderful public area. Without a clear sense of subject though, it leaves me a little less than ethused as a piece of art, but it certainly would make me want to take a walk in that park if I were in the area.
