I think this image could have more impact by zooming in on your subject on the bicycle and including fewer background people in the pic. That would also have the effect of making the blur more prominent. Colors could use some more saturation as well.

I really like this shot but it looks a little flat. I put it in Photoshop and adjusted the levels a little and it really popped. Also rule of thirds would help the composition, the empty space on the right seems a little awkward to me. Still there are a lot of things to draw my interest (What is the little girl looking at? Why was the ball abandoned? Did the fisherman have any luck?) Nice shot.
