Sadly there are too many of them out there. This looks like a set up shot but at the same time a walk by shot. The fish eye effect is a bit much and the homeless person looks too clean and the clothes look too new it's hard to say. The focus is lacking a bit and while the black and white works well with this shot but the brightness and contrast is just a bit wanting. A 4 to start, going to a 7

This picture has very strong elements that tell a story, and the use of B&W works very well here. However, the subject in front appears quite soft - personally I would have preferred to see it sharper. Also I feel there isn't enough contrast on the subject - perhaps the sky is the culprit in this case but it's nothing that a graduated neutral density filter can't handle.
