Not sure that all the lower part of the fence and the bg on the left are doing anything for that. |

Did you apply it after the toning? It seems to be a different tone, and while sometimes it works OK, in this case I think maybe the vignette and the tone should be same/similar.
It seems to be most noticeable when the vignette goes over very light areas like the bottom of the image. |
