Gorgeous image of what looks like a great city. Your colors are nice and sharp and focus right on. I would maybe crop a little more on the top to make it a little less centered.

This certainly could have been a very strong entry if you had provided a bit more light (perhaps such that approximately half of the face is illuminated - or at least the eye). The blur is a good idea, but perhaps slightly less would've worked better with voters (one thing you'll find here is that voters generally prefer things to be as sharp as they can be, within reason).

I like what your trying to do but the blur in combination with 80% of the frame being pure black just makes this not what it could be. Next time try a faster shutter speed or use a tripod
