Do you get Aftercapture magazine? There is a cool technique described on p.50 in the June/July issue (or go here), where you print your picture on canvas and then paint clear acrylic over it to look like brush strokes. I could see this easily done with this type of post-processing.

So out of focus it hurts my eyes, just because you are using a neon light source as your subject doesn't mean it can't be sharp.
