while i appreciate your effort here, your background is more of a distraction than a complimentary enhancement for your subject. i think your image would be a lot stronger if you cropped off the right half (hold your hand up to the screen and you'll see what i mean).

I think the idea of bokeh is to isolate the subject from the background by making it ( the background) so out of focus that it is unrecognizable and therefore not a distracting element in the image. In this image, even though the fence is your subject, the eye is drawn to the much larger, more interesting mill. Hope this is helpful.

Very creative with the hue/saturation setting. Love your shot, only think I would change is the border. Cut the yellow border and you have one great shot here.
