There is a lack of sharpness and detail to this photo and I think most of it is due to the use of excessive JPEG compression. There are lots of artifacts visible around the edges and details of the tower. Your file size of only 20k indicates a highly compressed image and that is what is robbing a lot of the detail and sharpness from this image. Check your compression settings when you save your file. Always adjust JPEG compression so that your file size is as large as possible, but within the challenge limit. (150k for this one)

At first I thought the tilt was a bit too strong, so rather than score it on that initial feeling I came back to it, I still feel it's a little strong but it also kind of works too... going to give you a 5 and come back and look at it a 3rd time might well get a bump later.
