First thing that jumps out to me is how well this image looks technically.
Lighting, contrast, tones, clarity... all look great. Framing/PoV is different and interesting, although the composition choice may be slightly too centered. The chopped off feet from the back are also a bit odd looking, but are sufficiently out of the way, so to speak.
Unfortunately, I don't have a whole lot more to say about this image, but I think therein lies the issue. This is a great image in most 'categories' of analysis, except for that all-important characteristic of being 'interesting'.
I hope I don't sound offensive or patronizing, but when it comes down to it, this is sort of just a well done photo of a man's legs, and it just isn't all that compelling. The biggest thing I had to learn about photography is to give the viewer a reason to look at my photograph. Tell them a story, show them something different, keep them interested in the frame. I can only look at these man's legs and this cart for so long, and I'm afraid the viewers felt the same way, giving you a majority of average marks.
Looking through your portfolio, I see a level of technical skill that makes me envious. You'll notice that when you combine that with compelling subject matter, as you have in your marvelous top scoring entries, it makes for a great photo.
