Man, now that's a heavy frame! A little over the top for my taste. Too bad that the light was weak on the left side of the face creating blue-toned skin.

I like. Very much. Nicely monochromatic, and I agree the border should be less, but not much less.
Perhaps reduce the border on the bottom so that the spacing between the white frame and the word "Chicago" and the spacing between the bottom line of text and the edge of the border are the same, then reduce the others proportionately.

Love the colors and the composition is good.. I think that I would have cropped the right side at least to the buildings and made the side borders narrower to match the top..

I think it is a lovely image and that if you pull the yellow out then the blue of the sodium is too strong. If anything you ought to run a mask on the area in front of the buildings and lower the saturation of the colors on the snow. By lightening their intensity without shifting their color you will increase the payoff of the lights in the distance.

I love the different colors of lights that were captured! The lights going from the foreground to the skyline really pull your eye out to the skyline. Nice!
