I believe this photo should have scored a lot higher then it did. Obviously if you pan against a featureless sky you will not get the motion blur associated with panning. Unfortunately many voters voted you down for it.
That said I think that even if there was a background the panning effect would probably have been negated or very minimal with a shutter speed of 1/1000

I would like to suggest a personal challenge to all of you who say that this photo could be taken without panning.

Attach a 300mm lens, point it up in the sky anywhere, then wait for a Purple Martin to fly through your FOV and press the shutter button. I would LOVE to see your results!!!!

Sorry, but with a shutter speed of 1/1000 I think it's perfectly plausible for this to have been captured without panning.
