if i'm assuming correctly, the picture was blown out and you tried to save it. resulting in a shot that seemes like it doesn't have enough contrast in spots... Although i do think you did well with the colors. the sky, trees, and building really look nice.

Its a very interesting building. where is it located?

i think because it is suggestive that that is why many people voted it lower. I gave you a 5 and here are the reasons why.

I think it could be sharper. And with the choice of bw, your subject almost blends into the bg. atleast to me it does. maybe you could add some contrast and brighten him up a little? I do think its a funny image and its not really showing anything. just a balloon or two. lol creativity wise i think that its a good image.
