Is the water moving away from you. It adds some interest as we want to see where it goes. Great leading line into the "V" of the mountains.

I like the noise/grunge affect, but the white vignette/border was so over the top that it became the center of interest, rather then the photo itself.

I can only assume such a low score is from the "you took a picture on someone else's art" crowd. I like the way you cropped the angel. Nice lighting and shadows. Slightly out of focus on the eyes may also have hurt you here. The DOF is great just needed to move the focus point a bit.
