It's perfect! The only thing I see that may have caused lower votes is the border...these voters don't seem to like big borders.

I love your perspective and title! I think the hot areas on the lamppost and lights may have hurt your score. Dusk would be a good time if you reshoot. Your tones are great and I think it was underrated, too.

You did a great job on this. I've been trying to get the same look with my dog. I can't believe you pulled off 15 seconds! My dog's gone after two. ;) I think the shadows on the wall hurt your score and some voters just don't like pet photos and won't take the time to even look at the photo...it's their loss. The duotone conversion/tones are great. If I was nit-picking, the photo could be slightly rotated ccw.
