As much as this tries to come off to me with impact, it's falling a little short to me somehow, and I can't quite nail down why. I do know I have past entries of my own that have performed poorly for the same reasons. Perhaps the flare does not work, or maybe if you'd clipped the shadows some, to make it more of a sihlouette. Not really sure.

Lots of grainy noise visible in all the windows. Achieving that smooth even look with modern glass buildings can be tough to do at times. A touch of noise reduction could help this a lot, though.

An interesting scene. I'm sure there was a motive to this event. However, the tilt does not really seem to add anything to the impact of the shot for me.
